USBAA simmed game earns 0 XP for both teams. No XP from a sim against the CPU, no XP from a sim against another GM, and it does not matter who was at fault.
XP rewards participation, not arguments about participation. If XP were awarded on fault, the system would become about who can build the best case rather than who got on the sticks and played. If the game was not played, there is nothing to reward. A game genuinely played that got marked a sim by mistake can be corrected, and the XP returns — that is a data fix, not an appeal.
